In a matrix environment, a project manager has to build trust and respect for each team member. Not that it is motivating anyway, but you cannot force people to work hard and do a good job, they have to want to for the project and for me. The first step in that process is to treat people as human beings. I have been fortunate enough to have many team member with many diverse backgrounds and countries of origin. You cannot expect to treat everybody the same or motivate everybody the same. People from the US versus India versus Russia, versus China approach work in very different ways. As the project manager, I must have a grasp on the differences and use them to the benefit of the project.
